West Bengal Gets Major Infrastructure, Agriculture and Rural Development Boost as Centre Unveils Multi-Sector Growth Plan

Kolkata, July 14: The Central Government has unveiled an ambitious development roadmap for West Bengal, announcing a combination of infrastructure investments, rural development funding, housing approvals and agricultural reforms aimed at accelerating the state’s economic growth.

The announcements were made during a high-level review meeting chaired by Union Agriculture & Farmers’ Welfare and Rural Development Minister Shivraj Singh Chouhan, attended by the Chief Minister, state ministers and senior officials from both the Central and State governments.

The meeting focused on strengthening Centre-State coordination to fast-track infrastructure, agriculture, rural livelihoods and social welfare initiatives.

₹82,000 Crore Infrastructure Projects to Gain Momentum

One of the biggest announcements was the review and acceleration of 19 major infrastructure projects worth over ₹82,000 crore.

The projects span multiple sectors, including:

  • National highways and roads
  • Railways
  • Metro rail
  • Petroleum and natural gas
  • Coal
  • Labour infrastructure

The Centre and State agreed to resolve long-pending issues relating to land acquisition, rehabilitation, utility shifting, forest clearances and inter-departmental coordination to ensure faster implementation.

The Union Minister also proposed establishing a State Project Monitoring Group (PMG) to regularly monitor and fast-track development projects.

₹12,064 Crore Rural Development Package

To strengthen rural livelihoods, the Centre announced a comprehensive funding package exceeding ₹12,064 crore, including over ₹8,508 crore from the Central Government.

The resources will be channelled through Panchayati Raj Institutions to support:

  • Rural employment
  • Road construction
  • Minor irrigation
  • Pond development
  • School infrastructure
  • Anganwadi buildings
  • Community assets

The Minister said the objective is to move beyond the traditional 100-day employment guarantee towards creating opportunities for 125 days of employment, particularly during emergencies and natural disasters.

One Lakh PMAY-Gramin Houses Approved

The Centre has granted interim approval for one lakh rural houses under Pradhan Mantri Awas Yojana-Gramin (PMAY-G).

Considering heavy monsoon conditions, the beneficiary survey deadline has been extended until August 15, allowing officials to ensure that all eligible rural families are covered before allotments begin.

₹295 Crore for Women Self-Help Groups

Women-led rural enterprises also received a significant boost.

Under the Deendayal Antyodaya Yojana, the Centre announced:

  • ₹245 crore as bank credit support
  • ₹50 crore through the Community Investment Fund

The funding is expected to strengthen women-led micro-enterprises involved in production, food processing, handicrafts, value addition and rural marketing.

Malda to Become Clean Plant Hub

Recognising Malda’s importance as a fruit-growing region, the Centre announced its integration into the National Clean Plant Programme.

The proposed facility will produce disease-free planting material for:

  • Mango
  • Litchi
  • Other horticultural crops

The programme also includes financial assistance for modern nurseries, helping farmers improve productivity and produce export-quality fruits.

Seed Hub and Value Chains for Eastern India

West Bengal has also been selected to emerge as the Seed Hub of Eastern India.

The Centre approved several initiatives including:

  • Potato seed production
  • Hybrid maize seed production
  • Nutritious rice varieties
  • Rice processing
  • Maize storage and value addition
  • Orchid cultivation
  • Horticulture diversification

These projects are expected to improve farmer incomes by strengthening agricultural value chains and expanding processing infrastructure.

Scientific Agriculture and Crop Insurance Expansion

The Indian Council of Agricultural Research (ICAR), agricultural universities and state scientists will jointly prepare a scientific agriculture roadmap tailored to West Bengal’s agro-climatic conditions.

The Centre also announced major expansion of:

  • Pradhan Mantri Fasal Bima Yojana (PMFBY)
  • Kisan Credit Card (KCC) coverage

Village-level enrolment camps will be organised with support from NABARD and banks to improve farmers’ access to institutional credit and crop insurance.

The roadmap will also incorporate Natural Farming, Digital Agritech and nutrition-focused agriculture.

A New Growth Strategy for West Bengal

The meeting reflects the Centre’s strategy of combining infrastructure development, agricultural modernisation, rural employment, housing and financial inclusion to accelerate West Bengal’s long-term economic development.

Officials stated that closer coordination between the Centre and the State will be critical for timely implementation of projects and improving service delivery across rural and urban areas.

Impact on Hospitality, Food Processing and Tourism

The announcements carry significant implications for the hospitality, tourism and food processing sectors. The proposed ₹82,000 crore infrastructure pipeline is expected to improve road, rail and logistics connectivity, making travel easier for tourists while strengthening supply chains for hotels, restaurants and hospitality businesses across the state.

The emphasis on rice, maize, potato, horticulture and orchard development will enhance the availability of high-quality raw materials for West Bengal’s food processing industry, supporting packaged foods, beverage manufacturers, commercial kitchens and institutional catering. Malda’s Clean Plant Facility is likely to improve the quality of premium mangoes and litchis, creating opportunities for fruit processing, exports, agri-tourism and culinary tourism.

Financial support for women Self-Help Groups can also encourage the growth of local food enterprises, handicrafts and rural tourism experiences, while improved rural roads, housing and employment programmes are expected to strengthen village-based tourism, homestays and eco-tourism destinations. Together, these initiatives align with the broader vision of creating sustainable rural economies while enhancing West Bengal’s attractiveness as both an agricultural and tourism destination.
