Indian Railways Plans Major Wagon Design Reforms to Boost Freight Transport

New Delhi, June 25, 2026: In a significant policy reform aimed at making rail freight more efficient and customer-centric, the Railway Board has decided to introduce a new Wagon Design Policy that will allow industries to develop customised freight wagons based on their operational requirements.

The decision was taken during a review meeting chaired by Union Railway Minister Ashwini Vaishnaw, who directed officials to finalise and issue the new policy within 15 days.

The meeting, attended by Minister of State for Railways V. Somanna, Minister of State Ravneet Singh Bittu, senior Railway Board officials and representatives from the Research Designs and Standards Organisation (RDSO), focused on expanding rail’s share in India’s freight movement by offering industry-specific transport solutions.

Industry to Play a Larger Role in Wagon Design

The proposed policy marks a major shift from conventional wagon development by enabling industries to design freight wagons tailored to the handling, loading, unloading and transportation needs of different commodities.

During consultations with industry associations and freight customers, stakeholders highlighted that specialised wagons could significantly improve logistics efficiency and encourage greater adoption of rail transport.

Indian Railways noted that recently introduced customised wagons for commodities such as cement and salt have already demonstrated improved operational performance, validating the need for commodity-specific freight solutions.

While industries will be empowered to propose and develop wagon designs, RDSO and the Chief Commissioner of Railway Safety (CCRS) will continue to ensure strict safety standards through design approvals and prototype testing.

Supporting Green Logistics and Economic Growth

The reform is expected to attract new freight segments to Indian Railways, improve customer convenience and strengthen the country’s logistics ecosystem.

With Indian Railways nearing 100% electrification, shifting more freight from road to rail is expected to reduce diesel consumption, lower logistics costs and decrease carbon emissions. According to the Ministry, rail transport is approximately 90% more environmentally friendly than road transport, making the reform an important step towards India’s Green Railways and Green Logistics vision.

The new policy is also expected to encourage innovation, increase private sector participation and strengthen Indian Railways’ position as the preferred mode of freight transportation.

While primarily focused on freight logistics, the new Wagon Design Policy could indirectly benefit the hospitality, food processing and tourism sectors by creating a more efficient supply chain.
