In a strong push towards governance reforms, digital transformation and citizen-centric administration, Union Minister for Agriculture & Farmers’ Welfare and Rural Development Shri Shivraj Singh Chouhan convened a high-level review meeting with senior officials and directed departments to adopt a faster, technology-driven and result-oriented work culture under Prime Minister Shri Narendra Modi’s “Reform, Perform, Transform and Inform” governance framework.

The meeting was held just a day after the Prime Minister’s interaction with the Union Council of Ministers, with Shri Chouhan emphasizing that governance must be visible on the ground and not remain confined to administrative files.

The Minister issued sweeping directions covering grievance redressal, AI-driven governance, digital integration, legal reforms, administrative accountability, communication strategy, state coordination and Vision 2047 planning.

Governance Must Reach the Ground, Says Minister

During the meeting, Shri Shivraj Singh Chouhan stressed that farmers, rural citizens and beneficiaries should not be forced to “run from pillar to post” to access government schemes or grievance redressal systems.

He directed departments under Agriculture, Rural Development, Land Resources and Indian Council of Agricultural Research to immediately strengthen complaint resolution mechanisms and create a more integrated, accountable and citizen-friendly system.

Dedicated teams of at least 10 officers each will now monitor complaints, citizen representations, grievance portals and communications from elected representatives on a daily basis.

Importantly, the Minister clarified that grievance disposal on paper would no longer be sufficient. Officials were instructed to verify whether beneficiaries had actually received relief on the ground.

AI and Digital Governance to Drive New Reform Phase

One of the major themes of the review meeting was the use of Artificial Intelligence, data integration and digital governance in agriculture and rural development administration.

The Minister directed officials to create specialised teams to examine practical applications of:

  • Artificial Intelligence (AI)
  • Data sharing systems
  • Digital monitoring tools
  • Integrated grievance platforms
  • Inter-departmental coordination mechanisms

Officials informed the meeting that work is already underway to integrate multiple grievance databases into a unified assessment framework.

According to Shri Chouhan, technology and data-driven governance can significantly improve transparency, monitoring and efficiency if properly integrated across ministries.

Push to Simplify Rules and Remove Bureaucratic Delays

The Union Minister also launched a strong review of existing administrative procedures, questioning the need for excessive licensing and outdated regulatory systems.

Departments have been instructed to identify within one week:

  • Complex procedures delaying implementation
  • Policy bottlenecks
  • Outdated rules
  • Administrative hurdles impacting beneficiaries

The Minister suggested that in many cases, registration-based systems could replace cumbersome licensing structures to improve ease of doing business and service delivery.

Focus on Administrative Culture and Legal Preparedness

The review meeting also addressed internal administrative reforms and file-processing culture.

Shri Chouhan stressed the need to improve:

  • File drafting quality
  • Administrative noting
  • Decision-support systems
  • Capacity building and officer training

He observed that outdated working practices at lower administrative levels often slow down governance and decision-making processes.

The Minister also expressed concern over pending court cases and instructed departments to:

  • Review pending litigation
  • Appoint nodal officers
  • Improve legal preparation
  • Strengthen representation in courts

He stated that weak legal responses directly affect public interest and government outcomes.

Vision 2047 and State Partnerships in Focus

All departments have now been asked to prepare Vision 2047 roadmaps aligned with the broader “Viksit Bharat 2047” mission.

Departments will also prepare:

  • Annual action plans
  • Quarterly reviews
  • Weekly monitoring frameworks
  • Daily implementation tracking systems

The Minister highlighted that state governments remain central to successful implementation and stressed stronger coordination through zonal conferences, scheme-specific reviews and issue-based partnerships.

Hospitality, Food Processing & Tourism Sector Impact

The reforms and governance push outlined during the meeting could have notable implications for India’s agriculture-linked hospitality, foodservice and tourism ecosystem.

Faster Decision-Making Could Improve Food Supply Chains

Simplified procedures, digital governance and stronger inter-departmental coordination may improve the efficiency of agriculture supply chains that support hotels, restaurants, cloud kitchens and food processing companies.

Boost for Food Processing and Value Addition

The Minister’s emphasis on integrated coordination between agriculture, food processing, fisheries and allied sectors may strengthen value-added food businesses and regional agri-processing ecosystems that serve hospitality and export markets.

AI and Data Systems Could Enhance Agri-Tourism Planning

Technology-led governance and better agricultural data systems can support emerging rural tourism and agri-tourism models by improving farm productivity, traceability and local economic development.

Increased Focus on Communication Benefits Rural Tourism

The push for wider communication, grassroots outreach and stakeholder engagement may also increase awareness of government-supported rural entrepreneurship and tourism-linked agricultural initiatives.

‘Reform Utsav’ Approach to Governance

Shri Shivraj Singh Chouhan also emphasized that reforms should not remain limited to internal administration. Departments were directed to actively publicise reforms and scheme outcomes through:

  • Beneficiary stories
  • Press conferences
  • Village-level communication drives

Calling it a “Reform Utsav,” the Minister said people should clearly understand what reforms have been implemented, how they benefit and what additional improvements are planned.

The meeting concluded with a clear directive that every department must adopt an accountable, technology-enabled and result-oriented governance model aligned with Prime Minister Shri Narendra Modi’s vision of transparent and citizen-focused administration.
