Government clears long-term PPP framework for Nagpur International Airport, paving way for major passenger, cargo and tourism expansion
In a major boost to India’s aviation infrastructure and regional connectivity ambitions, the Union Cabinet has approved the upgradation and modernisation of Nagpur International Airport under the Public-Private Partnership (PPP) model. The decision is expected to accelerate Nagpur’s emergence as a key aviation, logistics and tourism hub in Central India.
The approval allows the extension of Airports Authority of India’s (AAI) land lease to MIHAN India Limited (MIL) beyond 2039, enabling GMR Nagpur International Airport Limited (GNIAL) to operate the airport under a 30-year concession agreement.

Nagpur Airport Set for Major Transformation
According to the Ministry of Civil Aviation, the project marks a significant milestone in the development of the Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN). The modernisation initiative is expected to bring large-scale investment, infrastructure upgrades and improved passenger experiences through private sector participation backed by government oversight.
The ministry stated that the airport will undergo phased development to ultimately handle up to 30 million passengers annually, significantly strengthening both domestic and international connectivity for the Vidarbha region.
Cargo & Logistics to Drive Hospitality Growth
The project is also expected to enhance Nagpur’s cargo handling capabilities, reinforcing its strategic role in India’s logistics and supply chain network.
Industry experts believe the airport’s expansion could positively impact hotels, convention centres, restaurants, tourism operators and business travel demand across Maharashtra’s emerging commercial corridors.
Improved air connectivity is likely to support MICE tourism, regional tourism circuits and hospitality investments around the MIHAN zone and adjoining industrial clusters.
PPP Model Gains Momentum in Indian Aviation
The Cabinet decision follows years of legal and operational developments involving MIHAN India Limited and GMR Airports. Following a Supreme Court ruling in September 2024, the concession agreement between MIL and GNIAL was formally signed in October 2024.
The government said the PPP-led model combines private sector efficiency with long-term public infrastructure goals, supporting India’s broader aviation expansion strategy.
