ICAR Sets Ambitious Agricultural Innovation Agenda with New Crop Varieties, Climate-Smart Villages and Digital Farmer Services

New Delhi, July 16: The Indian Council of Agricultural Research (ICAR) marked its 98th Foundation Day by unveiling one of its most ambitious roadmaps for agricultural transformation, with Union Agriculture & Farmers’ Welfare and Rural Development Minister Shivraj Singh Chouhan outlining a long-term strategy to build a climate-resilient, technology-driven and globally competitive farm sector under the vision of Viksit Bharat 2047.

The event witnessed the launch of dozens of new agricultural innovations alongside major policy announcements aimed at strengthening research, farmer outreach, digital agriculture and agricultural entrepreneurship.

43 New Crop Varieties and 17 Technologies Released

As part of the Foundation Day celebrations, ICAR introduced:

• 43 new crop varieties
• 17 new technologies and products
• 14 scientific publications

The releases include high-yielding and disease-resistant crop varieties, nutrient-rich cultivars, livestock and fisheries vaccines, and digital agricultural technologies designed to improve farm productivity and resilience.

Additionally, more than 70 Memorandums of Understanding (MoUs) and technology licensing agreements were signed to facilitate faster commercialisation of ICAR innovations through industry partnerships and startups.

100 Climate Smart Villages Before ICAR’s Centenary

One of the flagship announcements was the development of 100 Climate Smart Villages across India before ICAR completes 100 years.

These villages will demonstrate:

• Climate-resilient farming
• Integrated farming systems
• Water conservation
• Soil management
• Risk reduction practices
• Sustainable agricultural models

The initiative aims to create replicable models that help farmers adapt to climate change while improving productivity and income.

Technology Outreach for 100 Million Farmers

The Minister set an ambitious target of ensuring that ICAR’s technologies and scientific innovations reach 100 million farmers over the next few years.

To achieve this, Krishi Vigyan Kendras (KVKs) will evolve beyond traditional extension centres into:

• Innovation hubs
• Climate advisory centres
• Startup incubation support centres
• Technology demonstration centres

A nationwide outreach campaign has also been proposed under Mission ICAR-100, during which every KVK will visit at least 100 villages to demonstrate modern agricultural technologies.

One Institute, One Breakthrough Innovation

To encourage research excellence, Shri Chouhan announced the “One Institute-One Grand Innovation” programme.

Each ICAR institute has been tasked with delivering at least one transformational innovation within two years, whether in:

• Crop breeding
• Animal vaccines
• Precision agriculture
• Climate adaptation
• Digital agriculture
• Farm mechanisation

The objective is to accelerate impactful research with direct benefits for farmers.

Digital Agriculture Goes Mobile

The government also proposed an ICAR Open Digital Knowledge Platform, offering farmers free access to scientific advisories directly through their smartphones.

The platform is expected to provide:

• Crop advisories
• Weather information
• Pest management solutions
• Market intelligence
• Educational videos
• Technology updates

The initiative reflects India’s growing focus on digital agriculture and last-mile technology delivery.

Action Against Fake Seeds and Pesticides

Addressing one of farmers’ longstanding concerns, the Minister called for stronger legal provisions against counterfeit agricultural inputs.

Scientists have also been encouraged to develop simple field-testing technologies that enable farmers to verify the authenticity of seeds and pesticides before use, reducing crop losses caused by substandard products.

Towards Financially Self-Reliant Agricultural Research

The Minister proposed making ICAR financially stronger by expanding commercialisation of its technologies, crop varieties, vaccines and intellectual property.

A target of generating ₹10,000 crore in internal resources by 2029 has been set, while continuing government support for research and innovation.

Quality Agriculture for Global Markets

While acknowledging India’s achievements in foodgrain, horticulture, dairy and fisheries production, Shri Chouhan stressed that the next phase of agricultural growth must focus on quality rather than quantity.

He highlighted the importance of producing export-oriented, nutritious and climate-resilient agricultural products that meet global standards and support India’s expanding agricultural exports.

The Foundation Day also included the regularisation of more than 150 ICAR employees, a move described as an important institutional milestone.
