Centre Expands Fisheries Infrastructure in Goa with ₹254 Crore Investment Under PMMSY and FIDF

New Delhi, July 29: The Government of India has approved fisheries development projects worth over ₹254 crore for Goa under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), strengthening the state’s seafood infrastructure, post-harvest facilities and coastal livelihoods.

According to the Ministry of Fisheries, Animal Husbandry and Dairying, fisheries projects worth ₹147.23 crore have been approved under PMMSY, while an additional ₹107 crore has been sanctioned under FIDF to modernise the sector.

Infrastructure Focus Across the Fisheries Value Chain

The approved projects are aimed at strengthening fisheries infrastructure, improving post-harvest management and enhancing seafood marketing across Goa.

Major projects include:

• Development of a Modern Integrated Fish Landing Centre at Talpona.
• Development of a Modern Integrated Fish Landing Centre at Chapora.
• Establishment of Integrated Modern Coastal Villages at Cola Saleri, Mandrem and Querim.
• Development of Climate Resilient Coastal Fishermen Villages at Cacra and Arambol.
• Modern community post-harvest facility at Palolem.
• Modernisation of ice plants and cold storage infrastructure.
• Expansion of reservoir cage culture and ornamental fisheries.

₹107 Crore Approved Under FIDF

Under the Fisheries and Aquaculture Infrastructure Development Fund, major projects include:

• Modern community post-harvesting facility at Palolem.
• Integrated fisheries villages at Oxel, Guddem, Aasagaon, Mandrem and Querim.
• Strengthening of bunds and Khazan fisheries infrastructure.
• Development of a greenfield fish meal and fish oil processing plant by a private investor.
• Modernisation of traditional fisheries infrastructure and fishing equipment.

463 Beneficiaries Supported Under PMMSY

The Government of Goa has informed the Centre that 463 beneficiaries have received assistance under PMMSY, including:

• Traditional fishermen.
• Fish farmers.
• Fisheries cooperative societies.
• Self-help groups.

Supported activities include:

• Replacement fishing boats and fishing nets.
• Upgradation of fishing vessels for export standards.
• Fish kiosks and live fish vending centres.
• Insulated and refrigerated fish transport vehicles.
• Biofloc aquaculture systems.
• Cage culture in reservoirs.
• Ice plants and cold storage facilities.
• Ornamental fish rearing units.
• Fish value-addition enterprises.

Additionally, 4,339 beneficiaries are covered under approved FIDF projects across the state.

Digital and Financial Support Continues

Alongside infrastructure development, the Centre is implementing the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) and the National Fisheries Digital Platform (NFDP).

The platform is designed to:

• Create digital identities for fisheries stakeholders.
• Improve access to institutional credit.
• Promote aquaculture insurance.
• Strengthen fisheries cooperatives.
• Enhance seafood traceability.
• Support training and capacity building.

The Kisan Credit Card (KCC) facility also continues to be available for fishers and fish farmers to meet working capital requirements.

Hospitality, Travel & Tourism Impact

Goa’s tourism economy is closely linked to its seafood industry, making investments in fisheries infrastructure directly relevant to hotels, beach shacks, restaurants and seafood exporters. Modern fish landing centres, improved cold-chain facilities and upgraded post-harvest infrastructure are expected to enhance seafood quality, reduce wastage and strengthen year-round supplies to the hospitality sector.

The development of integrated coastal fishing villages and climate-resilient fishing communities also supports sustainable coastal tourism by improving livelihoods while preserving traditional fishing heritage. Better seafood processing, value addition and export-ready infrastructure further reinforce Goa’s position as one of India’s leading culinary and coastal tourism destinations.
