Centre Steps Up Fisheries and Dairy Investments in Bihar Through PMMSY and Rashtriya Gokul Mission

New Delhi, July 29: The Government of India has announced continued investments in Bihar’s fisheries and dairy sectors through the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Rashtriya Gokul Mission (RGM), aiming to strengthen aquaculture infrastructure, improve livestock productivity and enhance rural livelihoods.

The initiatives, highlighted in a Rajya Sabha reply by the Ministry of Fisheries, Animal Husbandry and Dairying, focus on expanding fisheries infrastructure alongside modern dairy development to support farmers across the state.

₹579.72 Crore Fisheries Development Under PMMSY

Under PMMSY, the Centre has approved fisheries development projects worth ₹579.72 crore for Bihar, including a Central share of ₹193.13 crore.

During the last three years (2023-24 to 2025-26):

• Bihar sanctioned ₹107.30 crore for fisheries projects across districts.
• ₹73.59 crore has been utilised for implementation.

The approved projects include:

• Integrated Aqua Park.
• Wholesale fish market.
• Integrated reservoir development.
• Fish brood bank.
• Hatcheries.
• Referral laboratories for fish quality testing and disease diagnostics.

To strengthen technical support for the sector, the National Fisheries Development Board (NFDB) inaugurated its regional office in Patna on June 15, 2026, providing training, technical assistance and exposure to best practices for fisheries entrepreneurs and stakeholders.

Livestock Breeding Receives Major Push

The government also highlighted progress under the Rashtriya Gokul Mission, which focuses on conserving indigenous cattle breeds, improving genetics and increasing milk productivity.

Key achievements in Bihar include:

• 64.87 lakh artificial inseminations benefiting 29.16 lakh farmers.
• Use of sex-sorted semen technology through 10,122 artificial inseminations, benefiting 9,020 farmers.
• Establishment of a modern semen station at Purnea.
• Setting up of two In-Vitro Fertilization (IVF) laboratories at Patna and Motihari.
• Training of 5,433 MAITRI (Multi-Purpose Artificial Insemination Technicians) to deliver doorstep breeding services.
• Approval of two Heifer Rearing Centres at Munger and Dumraon, each with a capacity of 500 animals.

The Centre has released ₹79.29 crore to Bihar under RGM, with the funds fully utilised by the state.

Dairy Infrastructure Expanded

The Department of Animal Husbandry and Dairying is also supporting Bihar through the:

• National Programme for Dairy Development (NPDD).
• Animal Husbandry Infrastructure Development Fund (AHIDF).

Under NPDD, Bihar has achieved:

• 7 lakh litres per day (LLPD) of milk chilling capacity.
• Strengthening of 21 dairy plant laboratories.
• Distribution of 13,590 village-level milk quality testing equipment.
• Installation of 3,426 deep freezers and visi coolers to improve dairy marketing.
• Formation of 11,834 Dairy Cooperative Societies over the last two years.

Under AHIDF, dairy processing projects with a combined capacity of 7.55 lakh litres per day have been approved in the cooperative and private sectors.

Hospitality, Travel & Tourism Impact

The Centre’s investment in fisheries and dairy infrastructure is expected to strengthen Bihar’s food value chain, benefiting hotels, restaurants, caterers and food processing businesses through improved availability of fresh fish and dairy products.

Infrastructure such as wholesale fish markets, cold-chain facilities and milk chilling centres can improve product quality and supply reliability for the hospitality sector, while expanded aquaculture and dairy production creates opportunities for regional food brands and local cuisine.

Improved fisheries infrastructure around reservoirs and aquaculture hubs may also support rural tourism, agro-tourism and culinary tourism, particularly as Bihar promotes locally sourced seafood and dairy products through hospitality and food service businesses.
