Key Highlights

  • Indian Railways prioritises production of 238 AC EMU rakes for Mumbai suburban services.
  • ICF Chennai will manufacture 120 rakes, RCF Kapurthala 71 and MCF Raebareli 47.
  • Supply is scheduled to begin in 2027, with the full sanctioned quantity targeted for completion by 2030.
  • The initiative aims to align rolling stock availability with infrastructure being commissioned under the Mumbai Urban Transport Project (MUTP).
  • New AC EMUs are expected to strengthen passenger capacity and improve the suburban travel experience.

Indian Railways has prioritised the manufacture of 238 Air-Conditioned Electric Multiple Unit (AC EMU) rakes for Mumbai’s suburban railway network, with production to be undertaken by three of its major production units.

The move is aimed at ensuring that new rolling stock is available in time with the commissioning of infrastructure under the Mumbai Urban Transport Project (MUTP), allowing the upgraded infrastructure to be utilised effectively.

ICF, RCF and MCF to Share Production

The indicative production programme allocates the 238 AC EMU rakes among three production units:

Rail Coach Factory (RCF)Kapurthala71
Modern Coach Factory (MCF)Raebareli47

The Railway Board has approved procurement based on existing and proven RDSO/ICF specifications, which is expected to facilitate faster manufacturing and supply.

Indian Railways’ production units already have experience in manufacturing modern passenger rolling stock, including AC EMUs, Vande Bharat trainsets and Vande Metro trainsets.

AC EMU Supply to Start in 2027

The first trainsets are scheduled to become available from 2027, while the entire sanctioned fleet of 238 rakes is expected to be completed by 2030.

The phased availability of the new trains is intended to bridge the gap between the commissioning of new railway infrastructure and the induction of rolling stock.

This approach will allow newly developed infrastructure to be utilised more efficiently while expanding the capacity of Mumbai’s suburban rail system.

Impact on Mumbai Travel and Tourism

Mumbai’s suburban railway is a critical component of the city’s daily mobility and also plays an important role in its wider tourism and hospitality ecosystem.

The addition of 238 AC EMU rakes could improve travel comfort for passengers, particularly on longer suburban journeys and during Mumbai’s hot and humid weather. Better suburban connectivity can also make it easier for visitors to move between railway stations, business districts, hotels, entertainment hubs and tourist attractions.

For the hospitality sector, more comfortable and reliable suburban transport can support visitor movement across a wider part of the Mumbai Metropolitan Region. Hotels, restaurants, attractions and travel operators located beyond the traditional central tourist areas could benefit from improved accessibility.

The expansion is also significant for business travel and MICE activity, where efficient urban transport is an important factor in visitor experience.

A Capacity Boost for Mumbai’s Suburban Rail Network

The coordinated production of AC EMUs by ICF, RCF and MCF represents an effort to ensure that rolling stock keeps pace with railway infrastructure expansion.

With supplies beginning in 2027 and the complete fleet targeted by 2030, the programme is expected to strengthen Mumbai’s suburban rail capacity while supporting a more comfortable and modern commuting experience.
